thanks for your report and your message.

The main task of an admin is to care for a good together of the players and to arbitrate disputes of players, besides banning cheaters. So, in this case, the guy stopped insults and provocations, when I joined the game and warned him (if he did not, he would be punished).

For this reason, no punishment has been necessary. Every player should have the chance to change his behaviour and to understand, that he made something wrong and this will not be accepted.
