I was watching him for long but it was hard to get evidence as against bots he did not really needed the cheat.

From my side, I can not tell whether he is cheating. After all, the demo is way too short for me. I can not even tell if he's a good or bad player.
If another Admin bans him, then is it so. But I don't see a reason for that.
