What happens with the SMAC system ??

I played on the server Dust2 a few hours ago and suddenly a cheater was connected, I was waiting for SMAC to take it out, but nothing happened, I had to resort to the vote, but we only reached 4 votes out of 5, and when the cheater noticed they were going to prohibit him escaped ... unfortunately the administrator of the game was late ... but that's not the only case ... also almost a month ago he was connected to a cheat called ikr ... fortunately the administrator came to time and he managed to prohibit it, but I am surprised that he was there for 30 minutes and the SMAC system did not forbid it ... I would like to know why the SMAC system did not act in these situations ...
I would like to be an administrator but I know that they will not admit me because I do not speak German ... In those obvious cases of cheating that a player shoots with the AK47 wherever and always at the head it is impossible to suspect that he is a cheater.

thanks for your feedback but SMAC is working correctly.
SMAC is detecting aimbots for sure in a few minutes.
Today one player were banned by SMAC for aimbot.
