Please take a look at this short demo (fajita4.dem).

It it clear pre-aim wallhack after he apparently turns on WH and pre-aims a terrorist at B trough the box.
I have also included some more demos, where the WH is pretty obvious multiple times.

It is a very BAD player, with zero skill, camps almost all the time and wallhacks.

I understand that there are not enough admins to sit around all day and scrutinize player demos. But here it's clear that he's cheating and it's the same person who already got banned for Silent aimbot,WH. The rule that if a player gets banned and creates a new acc and can play happily is quite unthoughtful. I would understand if it applied to spray,insults but not cheats.

Well, I wish that VAC would detect this people, so that server admins wouldn't have to deal with this at all.

But I am always glad to point out cheaters if I see them.
