2 problems in dust2deathmatch late nights

Ok it's seems that the awp IS hogged AND NOT AVAILABLE TO ANOTHER PLAYER UNLESS IT'S DROPPED!!
This is nonsense...... on death it should be available to someone else.
Late nights are difficult as cheaters or spammers cannot be banned by the players as when you vote ban it says 11 votes required!!!! there are only a few players so this needs to be sorted as there are not enough to ban them.

One year ago we changed this "awp - disposability" , because a few players just waited for the dead of the current awp user.
In my opinion this is the better way now.
